Saudi PIF Expands AI Leadership With Strategic Investments and Infrastructure

Driven by Saudi Vision 2030, technology in the Kingdom has grown from a supporting tool into a full-fledged national industry, building a competitive digital ecosystem that’s drawing substantial investment from both domestic and international sources.

Saudi Arabia designated 2026 as the Year of Artificial Intelligence, a move that reflects momentum already underway. By 2025, the Kingdom had already ranked first globally on digital governance and cybersecurity measures and third in language model development, according to the Saudi Press Agency. Backed by its position spanning three continents, steady economic growth and a young, tech-savvy population, Saudi Arabia continues to expand its data connectivity, research capacity and innovation infrastructure.

The Public Investment Fund sits at the center of that push, organizing its strategy around three goals: investing globally to establish the Kingdom as an innovation hub, embedding advanced technology throughout its own internal operations, and accelerating adoption of these tools across its portfolio of companies. To carry that mandate forward, PIF founded Humain, a global enterprise focused on building sector-specific ecosystems, deploying next-generation data centers, offering cloud infrastructure, and developing advanced models, including leading Arabic language models, while safeguarding local intellectual property and drawing in global talent and capital.

Central to that effort is ALLaM, a language model built entirely within the Kingdom by Saudi experts. Trained on more than 380 billion Arabic words, 394,000 books and 500 billion data units, the model is designed to capture cultural context and regional dialects across the Arabic-speaking world, and has been independently ranked second among Arabic models developed in the region by Cohere on the Massive Multitask Language Understanding benchmark. Built on ALLaM, the Humain Chat application functions as an intelligent assistant aimed at reaching more than 400 million Arabic speakers and two billion Muslims worldwide.

Humain’s physical infrastructure relies on next-generation facilities and partnerships with major international technology firms, supported by a 3 billion dollar investment from Blackstone. Operating out of Dammam, its infrastructure services now reach more than 150 countries, and the company has built what it describes as the world’s largest data center of its kind, with capacity reaching up to 6 gigawatts, positioning itself as the first company of its scale that doesn’t rely on purchasing third-party software.

Internally, PIF pushed hard on efficiency throughout 2025, rolling out more than 100 applications and activating 43 tools supporting data analysis, task automation and improved decision-making. Through a unified, secure workspace, the fund integrated 15 automated agents serving more than 2,300 users. By the end of 2025, PIF had automated over 1,500 manual processes across its operations, saving more than three million working hours in the process.
