Manila’s political landscape has erupted once again, as Philippine Vice President Sara Duterte faces a renewed and potentially more formidable impeachment effort. With two fresh complaints filed in the House of Representatives on Monday, the legal and political battle that was temporarily paused last year has been officially relaunched, setting the stage for a high-stakes confrontation.

The core accusation remains the alleged misuse of government funds—a charge Duterte has consistently denied. However, the political climate has shifted. A key constitutional safeguard that previously protected her has now expired. Last year, the Supreme Court halted an impeachment attempt, citing a provision that grants a one-year immunity from the same or similar complaints after a failed bid. This new push is notable for its breadth. The complaints are backed by distinct political blocs:

  • The Makabayan bloc, a coalition representing labor, peasant, youth, and human rights groups.
  • Tindig Pilipinas, a coalition of pro-democracy and civil society organizations.

Both complaints allege “betrayal of public trust” concerning public funds. One also revives a highly charged allegation: that Duterte threatened to assassinate her former ally, President Ferdinand Marcos Jr. This accusation underscores the depth of the rift between the two leaders, whose powerful family alliance secured a landslide victory in 2022 but has since dramatically collapsed.

Beyond the House: A Multi-Front Offensive

Legal observers note that this effort is wider in scope than last year’s. Beyond the congressional complaints, former senator and vocal Duterte critic Antonio Trillanes has filed a separate case with the Office of the Ombudsman, accusing the Vice President of plunder, graft, and malversation. Lawyer Ben Cy suggests these are “strong cases” that could lead to a Senate impeachment trial.

Representative Leila De Lima, endorsing the Makabayan complaint, argues that while last year’s move was stopped on a technicality, there are now “sufficient grounds” that can be proven in hearings.

For Vice President Duterte—daughter of former President Rodrigo Duterte and a perceived frontrunner for the 2028 presidential election—this is a defining moment. She has dismissed all allegations as a “political vendetta,” framing the impeachment as a weaponized attack by her rivals.
